thru the perp, and stuck in far side of jacket on the
way out.

That depends entirely on whether it's fired or simply picked up and thrown.
Sounds like someone needs to do some myth busting.
If you just take a loose Gold Dot bullet and throw it at the jacket by hand...:nuts:

Yes, that is exactly what happened. Poor reporting in the media.
I believe that there at least one YTube posting about this very incident. The one I viewed called BS on the claim that the round can't penetrate Carhartt Jacket and demonstrated that with a new Carhartt and ballistics gel to my satisfaction.
