I stopped in at my LGS and noticed he had a SU16A so I asked what his best price out the door was he quoted me 570.00. I would like to know if this is a good price and if there is any way to determine when this rifle was built it looks like it has been on the shelf for awhile, I am not that familiar with Kel-Tek and am not sure if they have made any improvements over the years. Any help would be greatly appreciated.

It's not a bad price, perhaps slightly on the high end of average. Buds lists them under $500. I am unaware of any recent changes to that model, but your best bet would be to get someone from KT to verify that. With the serial number, they could tell you when it was built.

I paid $540 out the door for Charlie model beginning of this month.

I would say its a fair price.

I got the cheapest new one I'd seen recently on gunbroker.com for $503. Of course, had to pay $20 shipping and $35 at local gunstore so it was really $558 (no tax). You're not doing too bad at that price.
