Cmr30 what's up with the OAL?

It's the barrel length, Short Barrel Rifle.
Because the ATF considers the OAL to be when the stock is in it's most extended position, not the collapsed position.ok so fully collapsed it's like 22"
How is this not an SBR?
Nothing would be different because of caliber.Like would things be different if this was in a 5.56 round?
